Found the issue with the help of FOTO50 ..
It seems that at some point either due to the update, or just something going sideways in joomla, the permissions on the map images got set to state that could not be updated.
Steps to correct if you have this issue ..
Reset permissions on regions image folder to user and group writeable, world readable. and recursive.
Remove all current images in the folder and allow jopensim to regenerate them.
This should clear up this issue, at least in my case it did ..
